A local man faces charges after neighbors said they heard a dog yelping from 200 yards away.Robert Barnes, 25, of 24 Lester St., second floor, was arrested around 5:30 p.m. Thursday, police said.
Responding officers found a 7-month-old golden retriever who was severely injured. The injuries indicated the dog was beaten, police said...........
